Where are we now?

In Romania, e-invoicing is among the most advanced and “aggressive” systems in Europe, built around the central RO e-Factura platform, managed by the tax authority ANAF. The model is centralised and requires all invoices to pass obligatorily through the state system in structured XML format compliant with the UBL 2.1 and RO_CIUS standards, aligned with European standard EN 16931.


Implementation has been progressive but very rapid: since 2022 the obligation started for B2G transactions, in 2024 it was extended to all B2B operations, and from 2025 it also includes B2C transactions, with an obligation for electronic reporting for most invoices issued on national territory.


The system operates on a “clearance” basis: each invoice is transmitted to the RO e-Factura portal before (or at the time of) delivery to the customer, validated by ANAF and assigned an identifier and a digital signature. Only the invoice processed by the system is considered fiscally valid, while documents sent by email or PDF have no legal value.


Companies must also manage the mandatory archiving of documents for a long period (up to 10 years) and can use the SPV portal to access, download and manage the invoices received.


For businesses, the Romanian model requires rapid and rigorous technological adaptation, but at the same time guarantees a high level of fiscal automation and real-time control of VAT flows. For companies and software vendors, it represents one of the most significant ecosystems in Europe for the integrated management of digital tax compliance.
