Connect the POS to the telematic cash register? The Revenue Agency’s new rules are official

The guidelines of the Revenue Agency were published on 31 October last, in view of the obligation to connect telematic cash registers and electronic payment instruments, introduced by the 2025 Budget Law for transactions carried out from 1 January 2026 onwards. With a provision signed by the director, the rules that traders must follow to pair POS terminals or other electronic payment instruments with telematic cash registers are in fact defined. The solution adopted, the result of discussions with trade associations, does not provide for a physical connection but for the use of a dedicated online service that will be made available in the reserved area on the Agency's website.



Here, in brief, are the new features:



1. Obligation to connect POS and telematic cash register (or equivalent software)
Each electronic payment instrument (physical POS or software solution) must be linked to the tool used to store and transmit telematic receipts. The connection is made only through the reserved area of the Revenue Agency's Invoices and Receipts portal.



2. Mandatory registration of devices
In the reserved area it is necessary:



  • register the POS identifier,



  • link it to the telematic cash register/software identifier,



  • indicate the address of the local unit where it is used



It is possible to delegate an intermediary through the “Device accreditation and registration” service.



3. Timing
For POS already active in January 2026, the connection must be carried out within 45 days of the release of the web function.
For POS activated or modified after 31 January 2026, the connection must be registered from the 6th day of the 2nd month following activation and by the last working day of the same month.



4. Submission of electronic payment data
At the time of the transaction, the payment method and amount must appear on the commercial document. The data are then transmitted every day in aggregated form together with telematic receipts.



5. Privacy and data management
The Revenue Agency is the data controller; the data are stored in the Tax Registry systems, with Sogei as data processor.





From 1 January 2026, therefore, POS and the telematic receipt will be mandatorily linked, and this will be another step towards the transparency and digitalisation of tax processes.
